Updated ! OpPallal Update – John Allen arrested breaking news – carehomes probe

I have just learned that people effected and informed today, by the police of this news, were told by them that the press would not be able to release this until tomorrow.    They had thought they had just this night to prepare for the media  stories , further revelations, and court appearance.   This is too common, despite reassuring messages, the people effected are being treated with insensitivity, even in what may seem a small thing, we often don,t ask for very much at all, in this case just a breathing space to prepare……… perhaps.    I have witnessed some thoughtless tweets,  But also supportive ones.  This confirms my message, that we must raise funds and provide some effective and swift help where needed.   And I apologise to those involved, I could have checked and can only put it down to tiredness.   On a previous blog we are discussing this very thing, in terms of should a local authority be forced to release an old report.  Sheva

Man charged after care homes probe

John Allen, 71, has been charged with serious sex offences alleged to have taken place between 1968 and 1989
A 71-year-old man has been charged with 32 serious sexual offences following an investigation into allegations of an historic paedophile ring in North Wales care homes.

John Allen, from Ipswich, Suffolk, is accused of committing 22 indecent assaults, one offence of gross indecency and nine offences of buggery.

The offences are alleged to have taken place between 1968 and 1989 against 15 children who were aged between seven and 15-years-old at the time.

Allen was rearrested when he answered police bail in North Wales, and the decision to charge him was made following interviews by detectives.

Karen Mullin, Senior Crown Prosecutor for CPS Cymru-Wales, said: “The Crown Prosecution Service is working alongside Operation Pallial as this major investigation into historical sexual abuse in North Wales moves forward.

“I can confirm that, having carefully considered the evidence gathered so far, we have concluded that there is sufficient evidence to charge John Allen with a total of 32 serious sexual offences, and that it is in the public interest to do so.

“We have therefore authorised Operation Pallial to charge Mr Allen with these offences.”

Operation Pallial detectives are updating Allen’s alleged victims with the developments of the investigation.

Three other people arrested as part of the inquiry remain on police bail. A total of 187 people have spoken to investigators about abuse.

Allen was remanded in custody and will appear at Mold Magistrates’ Court on Thursday.

After answering bail, Mr Allen was interviewed further by officers from Operation Pallial – the investigation into allegations of historical abuse at care homes in north Wales – before being charged.

Operation Pallial confirmed they were the first charges to be brought under the investigation.

Karen Mullin, senior crown prosecutor for the Crown Prosecution Service (CPS) Wales, said: “The Crown Prosecution Service is working alongside Operation Pallial as this major investigation into historical sexual abuse in north Wales moves forward.

The offences are alleged to have taken place between 1968 and 1989 against 15 boys and girls aged between seven and 15.

Alleged victims are being updated on the investigation, Operation Pallial officers said.

Ms Mullin added: “John Allen now stands charged with criminal offences and it is important that nothing is put into the public domain that may undermine either the ongoing police investigation or the defendant’s right to a fair trial.”

Operation Pallial is led by Keith Bristow, director general of the National Crime Agency – which is replacing the Serious Organised Crime Agency.

He said 187 people were now speaking to investigators about alleged abuse.

Mr Allen is one of four men arrested.

The others remain on police bail while investigations continue.
